how do I pay through PayPal an internet address?

I have to pay [e-mail] $ 13.00. He accept paypal. how do I pay him? What's the procedure?

1) Go to www.paypal.com
2) Login to your paypal account or signup for one free
3) After logging in, click the link tab "SEND MONEY"
4) Enter in the email address on where you want to send money
5) Enter in the amount you want to send
6) Select what type of purchase you are making (product, service)
7) I believe anything else is optional and then just submit

I use paypal all the time when shopping or selling.
