the rule is anything to do is step by step. and what is a step 1, 2, 3, 4, 5........

If you have a progressive-shift tranny, that's all it can do! The other gears will engage in the proper sequence, up or down.
However, if this is a question of gear change adjustment (please state the case) look first at gear shift cable adjustment method (usually threaded fork and lock nut)-- whatever affects second gear will certainly affect the rest of the gear selection. Do some bench time- it doesn't have to be rolling to show where the fault is.
