What weird about your question is that you usually use the term "of" when you are taking a portion or percentage of something else. You might say "What is 1/4 of 5?" or What is half of one-quarter". You would not say "of" when you're adding to something. "What is 3 of 4?" is never said.
So when you say "what is 2.25 of 0.25", it doesn't really make sense. If you said "what is 1/4 or 1/4?" then you would simply multiple out 0.25*0.25 to get 1/16.
So using the same logic the other posters are right and you'd get 9/4*1/4 = 9/16, which is a little over one half, or actually 1/16 over one half. Which makes sense: 2*(1/4) is one half, plus another 1/4*1/4 which is 1/16, so you get 1/2 + 1/16, which is 9/16.
It's just worded poorly, that's all.

1/4 is like 1. So, 1/8 is like 2. 1/4 of 1/4 is ; 1/16.
So, 1/8(2) + 1/16 = 2/16 + 1/16 = 3/16.

If you mean 2.25 * 0.25, then
2 1/4 = 9/4
9/4 * 1/4 = 9/16
