your backlight is cooked. You need to replace your screen. It happened to me I got one off of ebay for $70 and replaced it myself. here is the vendor I got mine from

I highly reccomend him.
Once you procure a new screen, you have two options: pay some one to replace it for you or do it yourself. If you choose to do it yourself, cracking up a Dell laptop isn't rocket science but it does require you do your homework first. Go to dell.com click on support, enter your service tag number, and download the repair manual for it. This is important because there is an order in how you take the parts off, if you mess up the order, it's easy to break something. the manuals are illustrated with not too many words so a ten year old could figure it out.
The only problem I encountered in this project was I ordered a screen that was mounted in the frame and bezel (the black plastic pieces) because I wanted it to be a simple swap without taking all that apart as well, but the new one came with an incompatible cable so I ended up cracking that open too so I could use my old cable. Hopefully you'll be luckier. good luck

btw the guy above me could be right about the inverter. I just replaced the whole damned thing when I changed mine. It's basically a small circuit board between the monitor and motherboard.

pic of what i bought:

the little white thing at the bottom left is the plug that plugs into your motherboard under the keyboard just below the f1 anf f2 keys.

i had this happen.
either the backlight bulb or the inverter to it is dead, more likely the inverter from what they tell me. call up the company who made the laptop, and purchase a new bulb and a new inverter from them, or at least get the proper model number from each. if you are hardware savvy, its not too difficult to repair yourself, if not, there are many companies that specialize in this and they are easy to find in the phone book.

in the mean time, you can still use the laptop with an external monitor if you have the vga or dvi out. just keep hitting f8 when you turn on your computer, and it will give the option on the monitor to boot in vga mode. do this, and you will be able to use it still, albeit not very conveniently.

i had this problem with one of my laptops, your gonna have to open it up, look up a guide to do so cause its tricky, look at your lcd cable to your motherboard and it it came lose your gonna need to re soder it to the board, and if that dont work then ur gonna need a new graphics card which is integrated to the motherboard, not cheap depending on what laptop model you have, i just sold mine on ebay and got a new one. good luck
