To answer your question, they campaign to be elected. The candidate with a plurality of votes (meaning they have more votes of any other candidate) wins, unless there is a rule saying that a majority is needed to elect a leader, which means at least 50% is required to win. This is the simplest possible answer.
People get advanced degrees answering this question fully.

In a democracy, who ever gets the most votes wins.

In a republic, the terms of office and the duties of that office are spelled out in a constitution. The Constitution also provides for removal of the president.

Aren't you glad that you live in a republic?
