its known as a dump peddle it disconnects the transmission allowing you to rev the engine to operate the hydraulics's without moving or taking it out of gear

Dougs got it on the button here, it is an inching peddle a kinda brake/ clutch combo if you like.

It allows you to rev the engine to say raise the load while the brakes are applied and as you let it up it gradually transfers the power to the drive wheels so the truck doesn't jerk with the mast extended.

Above 16 ton trucks or therabouts with automatic transmissions are not usually fitted with inching pedals as the weight of the truck allows for smooth transfer of power from the engine.

The left side pedal is called inching *** brake pedal which makes 1st movement of pedal to disengage the directional clutch pack and further travel to operate braking system . This system is used on equipements which needs slow movement and braking

Depends on the make and model. Some have 2 brake pedals. It may be a parking brake. Can't help you more than that.

in most f/lifts that i have used it is called an inching pedal, it allows you to move the machine smoothly with out the jerkiness of using the brake.
they are also usually a combination of inching pedal and brake

I assume you are driving either natural gas(propane ) or regular gas or deisel . The pedal on the left is the clutch. On sit down forklifts the dead man switch is under the seat

its known as a dead mans brake the accelerator should not work unless this is depressed and the vehicle should stop if the peddal is released this is in case the driver passes out or dies to prevent the vehicle continuing into an accident hope this helps
