Blood pressure doesn't refer to the rate at which your blood is being pumped. Rather, it is the pressure exerted upon the walls of the arteries. The "top number" is the pressure when your heart is contracting; the "bottom number" is the pressure when your heart is at rest.

"Low blood pressure" for you should be determined by your doctor, based on your age, size, health status, etc. But normally a lower BP than 90/60 would be considered low. You can be dizzy, not have enough cardiac output, have headaches, etc. from low blood pressure. Low BP isn't so much a problem in itself as it is a symptom of something else; you and your doc should find out what's causing it and fix that instead.

Your question is almost too vague to answer. If you're talking about a person in the ICU who is in critical condition, then it can mean very serious harm to the person's organs/life.

If you're talking about a young, healthy person who has some dizziness, and that's it, then that's a horse of a different color.
