i first payed for guitar lessons which in the end is worth it, then i got books from the local librarys, they have books that show you the chords and how to hold the strings propley etc, once you have got the basics you can maybe go to your local music store and buy a learner book and a tab book. In some music shops they have song books with the cord in so you can play your favourite songs, once you have been playing for a while you will be come fluent and when you hear a song you want to play you will be able to fugure it out on your own coz you know the cords. i used books but then i stopped cause i couldnt tell if i was playing things right cause there was no cd with the book so id recomend a teacher
a starcasters a good beginer
around 200 my friend has one and it came with the guitar, amp and tuner for 200 canadain
