You can do several things:
1. Moving your paper to the other side and casually leaning on your arm to cover it is a good idea. I do it all the time.
2. My friend used to mark all the wrong answers, and lightly mark the right ones. Then at the last minute, she would change to all the right answers. I don't know if you can pull that off, but yeah.
3. Talk to your teacher. You don't necessarily have to tell him/her that someone is cheating off of you. Instead, you can say that you don't like this other person, he/she distracts you, etc. and request to be moved.
a. And if you sit in the back, maybe you should say that you can't see very well so you can sit in the front.
b. Tell him/her that separate test versions would be a good idea, and leave it at that.

I would tell that person: "you're ruining your life by cheating and you know that. What's the point of getting in to an honor class and cheat? You're my friend and I want you to be successful too. But you're not going to be successful if you're just going to keep cheating and not actually getting anything out of this class or any other classes. I don't mind helping you out, we can study together for the next exam if you want, however, only if you promise me not to cheat again." :)

I'm in a honor's class, my teacher however is smart. She gives students sitting at the same table different test papers. I say tell on him because think of that person getting a higher test grade than u.

honors class? wow you have worked hard to get there, so the question should be, if i worked so hard to get here, why should i make it easier for the person who is cheating off of my hard work? after all did this person help you get in the honors class? i don't think SO! be starter, tell the teacher.. you will feel better don't live with the lie. That person is cheating you. Why?
cause most tests are graded on a curve. that means that his higher score will result in you getting a lower score.
and if someone else sees this going on, then you might be accused of helping him and YOU will lose your standing in the university.
HE (or she) is the person breaking the law. DO NOT let them tell you that it's YOUR FAULT if they fail in school. that is BS.
tell the teacher.
Never lie to protect someone that is breaking the law. because YOU become an accomplice. And guess who put you there??

Noooo, don't rat them out. That would be mean. There's serious consequences for cheating. Talk to them, ask them not to cheat. They'll understand, cause they don't want you to rat them out, and they don't want to be mean. If you don't want to approach them, then just cover up your paper with either another sheet, hold your head with your arm and face away from him/her, lean over your paper really closely, sit as far away from him/her as you can, or a combination of these.

That's why during exams i always sit at the front row. So that way i can't see whether ppl are actually copying/cheating. I cannot stand seeing other ppl cheating (but i also don't dare to report on them).

Cover your paper
Write down wrong answers, wait for him/her to turn the test in, and change them

I am sorry, but I would rat them out.
You worked hard and studied, your ratty neighbor did not. I see no reason why they should profit from your hard work
