Ideally, you run electrical wires from the plug or light fixture to the electrical breaker. But, in the real world, that isn't always possible. A wire runs short. You need to add a plug or a light. You don't have enough connection capacity in your breaker box. So, you use a junction box.

WITH OUT SEEING IT I CANT TELL U. DOES IT HAVE WIRES IN IT? DO THEY HAVE WIRE NUTS ON THEM? ARE THEY CONNECTED TO OTHER WIRES OR DEAD END WIRES? IT COULD HAVE BEEN A RECEPTICLE AT ONE TIME OR CONNECTING TO OTHER WIRES. EITHER CASE, IF U DONT NEED AND IT LOOK LIKE EVERYTHING IS CONNECTED OR WIRE NUTTED, THEN BUY A BLANK COVER AND PUT IT ON. U MAY NEED IT AT A LATER DATE. DO NOT COVER IT WITH SHEETROCK, WALLPAPER AND OR PANELING
