For example, in playing pokemon Silver the original game speed is 150% but when i fast forward it is like 4000-6000%. But for emerald, ruby and sapphire, its highest speed is like 250-260%. is there anything i can do to speed it up?

I know exactly what you're talking about. My Vba only when up to 250-350% on fast forward. Have you recently done anything to your computer lately? Are you downloading something when you play or do you have windows open? Do you have enough space on your compute or is the game a bad copy? These things can contribute alot to the speed of your fast forwarding. Try these things and if those things don't work try restarting the computer or just give it a break and turn it off.

Try to put Sound Off (in the VBA). I have some problems with the speed, i put off the sound and works better.
