Go get a repair book from your local auto parts store and see if you can do it yourself. Hell the book even has pictures =) I replaced the in-tank fuel filter in my 87 honda accord. It was easy, I didnt' even have to take the fuel tank out -- there's a latch underneath the carpet in my trunk that gave me access to it.

Buy the book first, you may save yourself $100s in repair costs.

Also, remember that there's usually TWO fuel filters in most Hondas. One under the hood and another in or around the fuel tank. Replace the one under the hood more often than the tank filter.

The fuel filter is attached to the firewall under the hood behind the intake. if u follow the fuel line from the engine back toward the fire wall u will see it. Some of the civics u have to remove the air cleaner to get to the 17 mm nut on top and it is sometimes easier to get to the 14 mm line nut from under the car.

take the tank out (really Easy) just look underneath the back of the car you will see the tank with 2 straps holding it on just loosen the straps untill you can unhook the latches on the end. there is also a plastic panel you have to take off so you can see the supply hoses and stuff that you also need to take off. just drop the tank down and you will see the fuel pump on the back drivers hand side .. with about 8 bolts holding it in. good luck
