Because Justice, as an ideal, is represented in every civilization, its depiction is variable. The american representation of Justice, a blind woman holding a scale aloft, is an amalgamation of several Greek and Roman deities. The link below has this to say:

Well the woman is blind folded to represent guilt or like a god like figure. Even though the person did something wrong and nobody knows, god still sees all. As for the scale, it means fairness and balance.
