The age of sexual consent in Japan is 13 years of age, although prefecture law usually overrides federal law raising the age up to 18.

Age consent...huh, that's a difficult one.
At the moment, the Japanese law states that you are considered as an adult when you are 20, hence you are permitted to smoke tobacco/cigarette, and consume alcohol, and given the right to vote. You are allowed to marry when you are 16 if you are a female, and 18 if you are a male. But if you are talking about having sex kind of thing like some people are saying, then that's pretty much depends on the person. Most of us start having sex in the late teen though.

The age of consent issue is one of those debates that will get people hot under the collar very quickly - so here is my tuppenth worth.
The age of consent is very fluid and flexible and even in those countries where the age is set at 16 as in the UK there are exceptions which some say make a mockery of the consent laws.
Looking at tables of ages of consent most of the world seems to go for somewhere between 16 and 18 years of age (I beleive the UN says that all those under 18 are children - hmm well that too is a debatable point). Some countries have ages of consent that are lower than 16; in Albania it is 14, the lowest age in Argentina appears to be 13, Colombia 14, and the USA has the silly situation where each state fixes its own age of consent ranging from 14 to 18, so even in the same country there is no consensus on the age of consent.
In most Middle East countries the consent is that you have to be married - no matter how young the female is.
But the age of consent has differed down the ages too this can be seen by a quick examination of the age of marriage in Europe throughout the centuries.
It also differs of course depending on whether the sexual act is homosexual or heterosexual, many countries placing a higher age on homosexual acts than heterosexual ones. Of course there are some countries that execute homosexuals no matter what age they are - Iran for one springs to mind.
Then of course the confusion arises where the age of majority, age of criminal responsibility, the marriageable ages are different, as they tend to be in most countries.
The UK sets its age of criminal responsibility way below that of the age of consent indicating that the official mind believes young people are criminally responsible at let's say 10 or 14 years but can not consent to sex before 16 years. Go figure.
So I believe that it is illbehoven of anyone to decry other cultures ages of consent. The west has not got this right yet so do not malign any other country's laws.

Flint has got it right.

The old archaic laws say that it's legal to have sex with anyone over 13 years of age, but rather than replace the original law each prefecture had to make it's own law to override it.

Unfortunately (for some) this means that in some areas the age of legal consent is 18, but in others it's lower (but never lower than 16.) This does cause confusion among foreign perverts - especially as some of them are under the delusion that the old law (13 years of age) still holds! Some of them even discuss it on the net, I've come across blogs where men were fantasising about how great it was that they can come to Japan and screw children! (That's what I get for trying to find out what the age of consent is..!!)

Of course there are kids who have sex below the age of consent. There are in EVERY country. Anyone who likes to point the finger should watch out - you know what they say about people in glass houses..!!

Some girls prostitute themselves. But if the people in the glass houses actually open their eyes they'll find it happens all over the world.

Ask the parents, but 18 or 20 I think.
