It's wishful thinking on the part of the director. As long as someone utters the words 'number one movie of the year' apparently it's okay to advertise a film as being such.

because they want to tell you its the best so that you can go pay about 20 bucks for a terrible movie. i notice that the movies that dont really say that turn out to be better.
