As someone who was in the military for over 20 years, I frankly find the phrasing of your question somewhat insulting. Ribbons are how military people are recognized for achievements, these include completing specialized training, deployments, overseas service, longevity etc. Not just combat awards. Since we don't get cash bonuses for superior achievement/service like civilians do, these are our rewards.
Maybe if you had the courage to join the military, instead of criticizing, you would have a better perspective.

I hope you are in the military, b/c that's very ignorant of you to say/ask. Of course they earned all those ribbons, but they are never all from combat experience. Only the slanted bars on their sleeve indicate how many years of combat experience they have

Most generals have been in the military forever and probably have earned all them ribbons

Not all medals are for combat. Some are for deployment, others for conduct, others for being part of a special unit. Combat citations are only a portion of the military citations available to those who serve.

The Army gives out medals like candy especially to officers. The Army even has a ribbon for graduating basic training!
