If you are an American planning to study abroad in London there is the very prestigious, competitive scholarship called the Rhodes Scholarship. http://www.rhodesscholar.org/ This is the link and I believe that it gives you an all expense scholarship to Oxford University in England. Not really. Are you talking about the Study Abroad program they have at universities or just in general? You usually study abroad if you already attend an American university and they have an exchange program with a university in England.

Or you can apply directly post-high school to study full time in the UK. Keep in mind that American universities are still the BEST in the world, and that it's hard to find a job in America with a foreign degree. So if you study there, you might live there permanently.
