ok this is tough...because most the anime only shows and outshine the male characters and not female unless u're watching girlish animez.
I would say Tsunade is the best female anime character ever because she can kicks as* and powerful.

Well, we all have our opinions on who the BEST are, and I am glad to see you included rare people like Urabe- but honestly I think you have far too many low tier individuals, and not wide enough variety of girls. Off the top of my head I can think of a bunch of characters I would have prefered to see on this list, and I can name many who almost everyone can agree are high tier, and would be a better fit than some of those you named. Haruhi (The Melancholy of Haruhi Suzumiya), The Major (Ghost in the Shell), Sakura (Cardcaptors), Osaka (Azumanga Daioh), Lina Inverse (Slayers), Nausicaa (Nausicaa of the Valley of the Wind), and Revy (Black Lagoon) are all some of the high tier names. And seeing ALL of these absent from the list in favor of some less noteworthy choices makes me a little incredulous. Also, lol at calling Misato Katsuragi the "funniest character in recent memory." Granted, Misato was awesome, but Evangelion was 13ish years ago my friend. How far back does your "recent memory" stretch? XD

As much as you have listed some neat female characters, and cute, too....
My favorite is not listed.... Actually there are a lot of female characters I think are great...
But in the vein of the girls you were listing....
I'd have to go with
BELLDANDY
from "Ah, My Goddess" ... Not only is she super cute, but she's powerful (a Goddess) and she's good. Even her sisters think she's great!
I have quite a few other females I would put up to vote, too, but you only asked for one.
