ask her if the dog is ok with this. you don't want her being cruel to animals, but if the dog is enjoying itself then let her be. at least she won't get pregnant, and there are no STD's transmittable from dog to human.
as for her depression, you might want to refer her to a competent physician who can prescribe her some anti-depressants.
