I am 90 % sure that what he needs is a better quality in the water.
I have a Betta also and when the water is looking bad even you can't see it, they can feel it.
I don't know if you try exchange the water around 1 week or even two weeks depending how much you feed him, that is OK.
for the water use, 1- "Aqua Safe" for example it provides slime coating, heals and protects, neutralize chlorine, heavy metals, removes chloramine, and toxic ammonia.
2- use "Jungle" for example. is what I use! those are tablets that corrects the pH 1 tablet is for (40L). then you will have to measure or divide the tablet in little pieces and use one piece.
made sure the water is ready before you put your Betta on it.
I saw my fish like yours before and I was concern about it, and I though maybe it have to be the water because I give him good food. When I star using the pH corrector I can believed my fish was so happy swimming around. you can try give him some plants for decoration too.
Good lock
I have reed some of the answers, I just toll you don't give up on him. my was looking like dead too. much people will just let them died. and I think they should not buy it.

I have 4 bettas each in a similar environment and I think it's just a personality thing. My girlie and one of my boys are both super duper active swimmin like there's no tomorrow and my other 2 boys are slugs- one actually sits vertically on his tail and curls up a little so that he doesn't have to swim as far to get to his food. I thought he was dying too and he's been acting like that for almost a year now- so if he is dying then he's taking his sweet time. Just let the little guy be lazy..

BETA fish are like that. Thats why they are kept in small containers when you buy them. Do not put any fish with tehm cause they are terratorial and will attack them.
Try this out and you will see what I am talking about. Get another BETA fish and put him in a seperate glass bowl beside the other so they can see each other. You will see their fins spread out cause they want to attack each other.
Also I did see someone in walmart put a goldfish in the same bowl as a BETA and unfortunately the Goldfish was killed.

Are you keeping his water at a steady 80Fdegrees (give or take a couple degrees)? When a betta gets cold, it becomes very lethargic and his resistence to infection falls very quickly (they are tropical fish). If you are keeping his water changed (daily if the tank is smaller than a gallon, twice weekly if under 5 gals, once a week if 5-10 g.), then it's either because he's freezing to death or is sick.

this type of fish is not active. you probably have a small bowl for this fish, therefore not alot of space to swim! I had mine in a 20 gallon tank and mine was all over the tank, they do like to rest on plants. As long as your fish is eating he must be healthy! If he doesn't eat then you probably have a sick fish. if you have a male betta you have to be careful what fish you put with it. Fish have a tendency to pick on the fins on these fish! This is why they are in separate bowls.

If he's not floating on top of the water, you're ok. But they do swim around, but not like goldfish or guppies. Don't try to make him swim more, if you stress him out, you could kill him.

Sorry to say, but he's probably dying. How long have you had him? A week before mine died, he floated around and his tail was limp. I hope he's ok.
