Neither.
Per Wikipedia, "Washington was not a member of any political party, and hoped that they would not be formed."
Because the new republic was young and delicate, George Washington was probably as apartisan a politician as it is possible to be; he was a uniting figure who was one of the few potential first presidents acceptable to all.

He was neither he was a Federalist. Look up www.history.com and type in the search box George Washington. Much quicker and a more accurate understanding of the party system back then. And Washington originally was a Brit, so you will have to understand his views with the Federalists vs. Republic, and moreover politicians, he was a General and did not want to be in politics either.

He was not a member of any party. He believed the creation of a party system would only help divide the country. When other people say he was a Whig or a Federalist they are referring to the groups that his ideas and policies were in line with. He himself was not a member.
