I have a white film in the acrylic tub and on the surround that you cannot see too well, but you can feel it. You can scrape it off with your fingernail. It does not seem to be hard water. What is it and what is the best cleaner to use to get it off?

It is most likely a combination of hard water and soap scum...
I use white vinegar to clean all hard water marks off of my sinks and toilets and baths in my house. It's not toxic and won't kill your lungs with fumes...for the inside of your tub i would try putting some straight into a spray bottle and spraying the areas you want to get cleaned. Let it sit for a bit and then spray again..let sit for a little bit more and then try wiping it off. The reason i say to respray is because the sides on the inside of the tub won't allow the vinegar to set in one spot...but it should work well all the same. It will work extremely well on the surround and even on the chrome fixtures of your bath...give it a try...vinegar is cheap to buy.

Try this cleaning cloth. You have to buy in packages of 5 but they are only like $3 bucks a piece. I have ordered them and use them on everything, especially cleaning windows and clean mirrors. They are made out of tiny fibers. They are guaranteed not to scratch and all you do is rinse the cloth under water, wring it out and wipe ANY surface with no streaks or scratch. Use em over and over. I have not thrown one away yet!
I even waxed my car with it! I am sold on this ...I encourage you to try it out.
