For most of history it seems like society has held primacy. People were expected to meet social norms, and if not they were burned at the stake, punished, or marginalized. It seems like the trend has reversed somewhat and that society caters more and more to the individual. Specifics include the rejection of corporal punishment, political correctness, and welfare. Which is correct, or does it depend on the situation?

The needs of the Society come before the needs of the individual else anarchy ensues. It's not for the best of the individual to follow the laws...I can steal and make a hell of alot more than what I am now. But it is better for the rest of society. All your cases stated go that way.

It actually is the loudest voice gets catered to. And the ones that have the loudest voice are the ones against corporal punishment, for political correctness and against welfare.

It has been - and always will be - "the good of the many outweighs the good of the one".

The individual must conform. Otherwise everyone is right and everyone can do anything...and that just has chaos.
