I don't honestly know. People who wear really low cut shirts should just expect that to happen. It's sheer stupidity for a woman to get mad at a man for looking when she's the one showing it off. Chances are she is a promiscuous woman and likes the attention, but tries to protect her reputation by putting on a front and acting offended. You did nothing wrong.

women are strange though
if you get out some binoculars or a camera with a telephoto lens they get nervous
just glance, then look at her face if you can manage that, maybe her butt next, her friends too. Keep your eyes moving a bit, don't stare too long if you can help it. Smile a little if you like how she looks, smile at ALL of her, not just her boobs. Unless you are in a strip club, then its ok to stare with your tongue out as long as you give her a few bucks , smile then too.

I'm a female, and If I were to show them, it might not always be because I want people to view them. Could just be the style of the shirt/blouse that they like, so they choose to wear it. Sometimes, women do want you to look. But, depends on the female.

They wear reavealing clothing to get attention, then when they get attention they act angry to draw even more attention to themselves and make it known that their low cut shirt attracted somones attention. Women who get mad are insecure, thats why they're seeking attention. Or it may have been a very secure woman who you were staring at a litle too long and you made yourself look like a perverted jerk,lol, you have to be careful.

Sure they do other wise they wouldn't wear low cut T's but if your ugly and looking it's a different story! I don't know why girls are stupid about that stuff. For instance if Johnny Depp was checking out one of them! THEY WOULD BE ALL OVER HIS JUNK! but if you don't look that good....YOUR A PIG! see how that works?

because it's to boost their self confidence because then they think they look sexier, guys aren't supposed to stare rudely, just a glance then back up to the face.
