Step 1. Invent Time machine. Step 2. Travel back to the
year 1990. Step 3. Buy ear plugs as the top songs are
done by Wilson Phillips and or Sinead O' Connor.
Why does it have to be comprehensive? Why not do a paper on some aspect o 1990's race-relations. Like the Rodney King trial or the OJ Simpson verdict? Course if you want a comprehensive list you could always go and make a huge list of every black person that held a position of power in 1990. The assignment sounds pretty banal to study the accomplishments of one group in 1990.
