To turn the computer off manually (without hitting "shutdown" in windows) push and hold the power button on the computer for 5-8 seconds or until it turns off. Thats a hard shut down, it will completely turn off the computer, including all the components. Do not just unplug the computer. That is NOT recommended.

Of course this doesn't fix the problem, it only avoids it. It sounds like there is some sort of software/virus/spyware issue that is preventing the operating system from shutting down. I highly recommend buying some sort of virus protection and spyware blocker.

If you're unfamiliar with computers and how to install and fix problems like that then I suggest taking your computer into a store to have it fixed. Best Buy is a national retail store that offers services like that at a fee. There may be local stores that will do it for cheaper in your area.

Do a thorough scan for viruses and other internet bugs; then try the following to see what happens:

A THOROUGH CLEANUP, WIN XP:
While you are connect to the Internet do the following:
1. Click on “Tools” ... “Internet options.” There you will see three buttons next to each other... "Delete Cookies" ... "Delete Files" and "Settings." Also, below the settings button you will see another one "Clear history."

2. Click on "settings" - go to “View files” – go to "Edit" - Click on "select all" - Go to “files” and click delete, wait till all “temp” files are gone.

3. Go back and click on "delete cookies" and wait till gone

4. Go back and click on "Delete files," put a check mark on the little white square shown on the small window that will open, click OK and wait to finish.

5. Go back and click on "Clear history", click “yes,” wait a little and you are done.

6. Now, perform a “Check disk” and then a “Defragmentation;” when finished, restart your computer and see if the problem is gone.

7. If the problem persists, go to this site http://www.tune-up.com/info/lp/tuneup-utilities/?ap=1646 and download their free trial program; familiarize your self with it and use it to clean up your registry automatically, (Don’t do anything manually in the registry!). It is an excellent and safe little program that does wonders with PC maintenance tasks. I strongly recommend it!

If all fail, go to windows updates and download any and all windows updates.

I think you computer has been infected with a virus or trojan. You should contact your operating system (or distributer--such as dell or hp) immediately and get help identifying and removing the hostile software.
