First of all if i were you, i WOULD try getting on a more regular sleeping schedule. See what happens
But theres a good chance that it might be genetic, youre just prone to them. You may always have to battle them, I know a lot of women who do. Simply makeup wont really help that much because it just covers the color, not the actual bags, so youll have to just shop around and find a good undereye cream that reduces puffiness.

also make sure you go to sleep as the same time every night and get the same amount of sleep or more
to cover bags or dark circles up put regular cover up on first then put just a shade lighter concealer where the bags/dark circles are

I saw someone else recommended Prep H... I second that! Works like magic to de-puff. Other than that, you need a blue or brown neutralizer (blue if youre light skinned, brown in you're darker), and a good layer of foundation to really cover it. However, a nicely applied layer of foundation will help to cover it even without neutralization.

sometimes sleeping too much or too little can give you bags. drink more water, get 8 to 9 hours of sleep daily, also try vasaline under ur eyes. i kno it sounds weird but for me it takes away dark circles and helps bags. however everyone's different, for me these steps work however for my mom as example, vasaline doesnt work as good for her sometimes

There is a skin care company called DHC. Do a google search for it. They carry a product called Eyebright. It has caffeine in it, which will significantly shrink your bags. Another suggestions is Preparation H. Don't laugh, it works...

well maybe you sleep too late and you get baggy eyes so try sleeping earlier or go buy some kind of creme that take the bags away
