Kuwait's really nice and definitely worth visiting, but if you have to pick one I think UAE has more to offer.
You have the cosmopolitan-Vegas-on-steroids style of Dubai - which is pretty spectacular. Abu Dhabi comes in a close second, but really, no one can touch Dubai at this point. Although each is amazing, they are pretty void of authentic Arab culture and you can see that by the dwindling population of actual Emirantes in both places. Although they have done a good job of creating it - especially Dubai.
But there are also 5 other Emirates which are quite diverse and have much more to offer in terms of genuine Arab and bedouin cultures.
Fujairah has some beautiful scenery as it is really mountainous and green - quite unlike most places in the Middle East, and a total contrast to the sand dunes that you'll find in most of the UAE.
Sharjah and Ras Al Khaimah are also really interesting - much quiter than Dubai with some great local souks and neighborhoods that give you much more of an idea of how Arabs really live. Then there is Umm al-Quwain and Ajman - don't know much about them, but anywhere in the Middle East - or the Persian Gulf specifically, is bound to be interesting.
Renting a car and checking out all, or some, is really easy and affordable.

Kuwait .. u can walk in it all the town in day (really small) but in deed fabulous
United Arab Emirates.. which country specify?
i suggest Dubai its the best

Dubai, I was been in Kuwait. Its very small and there is absolutely nothing to do for tourists. And it is a little bit dirty, because the Kuwait people are dropping her mess on the streets.

i think dubai because they have so many attractions, shopping centers, everything. dubai is specifically for attracting more people to come to the country. kuwait is also a very nice place but not as good as dubai in my opinion
