10 is the head start, or the distance at time x = 0
3 is the number of meters you walk each second, or your rate.

x = 0, y = 10
x = 1, y = 13
x = 2, y = 16
x = 3, y = 19
etc.

So you are given a 10 meter head start and then go an additional 3 meters every second.

In terms of a line, 10 is the "y-intercept" and 3 is the "slope".

This comes from the slope-intercept form of a line:
y = mx + b, where m is the slope and b is the y-intercept.
