The president is the foreign policy leader for the United States with an important political, military, and economic role in the international arena. If there is collision between the president and Congress, can Congress restrain the president in foreign policy making?

Congress can effect the Presidents decision to continue the fight in Iraq by stopping funding to our troops.

The Congress could make the declarations of the President illegal by voting against it as a constituent assembly as provided for in the Constitution.

Bush is done with policy making. Yes he can be stopped from committing future crimes.
The crimes against humanity have already been committed. The President can easily be impeached for lying to the American people.
The same ignorant people that voted for Bush are the same ignorant people who think that Bush and the Republicans will only torture other people not them.

They can, tehy can vote to recall all the troops, vote to stop funding the war, they have a lot of options...most would end up in political suicide most ppl want the war finished and over, but do not want a simple pack it up and go home
