When a penis is flaccid, the average size is 3 to 4 inches. Please note that the size when flaccid has no correlation to the size when erect! The width varies from male to male no matter what state the penis is in. The normal erect penis varies in size from 5 to 7 inches.
The size of the penis is determined by genetics and growth starts between the ages of 10 and 14. Length happens first with girth (width) following. Growth is usually complete at the same time the boy stops growing (age 21)

My penis is 8 inches when fully erect and I consider that small because I've seen some monsters at the gym. So I don't know who is walking around with these 5 inches penises I keep hearing about.
