If their is a collision between the President and Congress, can Congress restrain the President in forgein?

They can limit funding. Any bills they try to pass restricting his actions will be filibustered. If they get past that, they will be vetoed.

I don't see Congress being able to restrain much, but what the new Congress CAN do is at least start some form of accountability that has not been on the scene yet.
