If he owes you money, you can file claim in small claims or civil court, without ever seeing him/her. If a process server can't find him to serve the complaint, you can ask for default judgment. And for $25-$35 dollars, the process server really tries to find them! Then use the judgment to collect on his assets - vehicle, property, wages, etc. If he wants to fight your claim, you'll bet he'll show up, unless he's wanted or something, but you still get your money judgment!

If that doesn't work in an engine search, you might be able to find out where the person worke, or maybe, the police can give you other advice. Ask the local police department how you can get that company to turn over that person's social security number because they stole form you. You might have to take out a subpoena for that purpose too. Then put liens on that person's income, bank accounts, tax returns once you find out their address.

Ask his relatives and friends discreetly so that you can find the person. You must employ a good cover so that they will never know that you are after the person for money. If not, file a case in the small claims court so that he will be directed by the court to pay you.

if you have proof you can sue them, especially if its for a large amount but if its a small amount you might just have to forget it and chalk it up to a lesson learned. never lend money you can't afford to lose because if the ppl borrowing it can't get it from a bank or credit department then they probably shouldn't be borrowing it in the first place and are obviously not responsible enough to pay it back.
