A higher speed of delivery speeds up the rate at which you hear the frequency (sound). This in turn increases the pitch. They higher the frequency the higher the pitch. It's like when an police car is passing you. The frequency is higher when the car's coming towards you because it has the speed of sound plus the speed of the car. That increased speed of delivery increases the frequency. When the car passes, the pitch is lower because the sound has the speed of sound minus the speed of the car. That creates a lower frequency.

because if you play something back faster the frequency of the tone is increased ... which is the definition of a higher pitch.
