45 n 60 w is farther east. The latitude is irrelevant. Only the longitude matters. Except of course, at the north and south poles, where the question is moot.

When comparing locations with West longitudes, the location with the smaller number (60) is always further East, because its closer to Greenwich, England which is 0 West.

East and west is measured by longitude, starting a Greenwich, England. North and south have no bearing on where east is.
If the east coast of the US is about 75W and the west coast is about 125W, which is more east?
