Townsend Press is the name of the publisher of these books. My library ordered the set of the first ten books a couple of years ago for just $10.00, and I checked the website -- still the same price -- but now you can get all 13 titles for just $13.00. I went so far as to put the set in my shopping cart and select UPS 2nd Day Air delivery (to get the order quickly), which was around $13.00 (I thought that was pretty reasonable). Since you don't want to order online, you could try giving them a call. Their website lists this number for customer service:
Call us toll-free at 1-800-772-6410
Fax us toll-free at 1-800-225-8894
(TP’s office hours are 9AM to 5PM Eastern time Monday-Friday)

Here's the link to the product page: http://www.townsendpress.com/order/customer/product.php?productid=95&cat=3&page=1

I highly recommend this series. They are very popular among the African-American teens at our library!

I had never heard of any of these until today. They look like a pretty interesting series of books. For only a dollar each, that's not bad at all.
