when you "unlock" your cell phone you are able stick any sim card in it (Cingular, T-mobile, ect..) and it will work. You can usually get this done at a independant store that carries multiple carriers for around $10 or more, but i don't think you should pay more than $20 to get a phone unlocked.

The answers that are correct are the ones talking about a sim card, T-Mobile and Cingular are about the only US companies that use the phones that have sim cards(GSM phones), most cell companies in the US are using CDMA phones or some use quad mode
Dont' vote for this as best answer, vote for one of the first that didn't mention keypad in their answer as they are more knowledgable than the one that thought this phrase referred to a keypad lock

Unlock means either:
0> keypad lock. so when you have your phone in your pocket it won't call or access something that you dont want to go in (i.e. Internet, 911?)
0> Unlocked Phone. means that your Cell phone is unlocked to alll the service providers. just stick your sim card in and it's on your network :)

Unlocked is in reference to the keyguard. You can either lock it so that you don't press any buttons accidently when it's in your pocket or whereever, while unlock allows you to access the buttons on your phone
