If I want to run the large PC programs such as Adobe photoshop and large PC games (The Sims 2, Rollercoaster Tycoon 3, etc) fast and smoothly on my computer, do I have to upgrade the RAM or the video card?

Both. For large program you will need not just memory (at least 1gb) but also have a good processor over 2ghz. The video card would be needed for better graphics. Try looking at www.pcclub.com or www.tigerdirect.com or www.newegg.com have bought things from all these sites and their prices are competitive.

You need to upgrade both...but keep in mind that a bigger video card requires a larger power supply so make sure yours will cut it....you may need 350watt or better. 256Mb PCI-express video card and at least 1GB of ram to handle your video needs. You might get away with only 512 of RAM.
