Well my best friend is Hispanic. She's Afro-Cuban. Here in America she'd be considered a black hispanic because she is a hispanic with african ancestry. But back in her home country she'd just be considered hispanic because they don't break everything down into race. But when she is filling out forms that ask your race she checks Hispanic/Black. Some forms are different because some have Hispanic/White, Hispanic/Black, or just Hispanic.

It depends on how you want to classify yourself. Do you think of yourself mainly as Black or Hispanic, or equally both?
Some questionnaires give you a chance to say you're Black in one question, and then Hispanic or not in the next. Some give an option of saying you're of mixed race.
I'm part Hispanic, but I think of myself primarily as Black, so given the choice you mentioned, I put down "Black/Non-Hispanic".

You mark Black because black people have dominate genes but if there's a multi-racial box you could also mark that instead.
