Sounds like you're getting some good advice. Depending on the jurisdiction you can be charged for destruction of private property, cruelty to animals, discharging a firearm w/in city limits (if applicable), etcetra.
If you have articulable evidence, in other words you can site specific reasons that you feel this animal is a threat then you should contact the local Animal Control office immediately. They may or may not be able to help depending upon the information you can provide.
If the animal gets out and is acting threatening DO NOT call animal control. Call 911 immediately. It takes time to get through to an animal control officer, they are generally not considered an emergency service. By calling 911 you can have a police officer / deputy sheriff / constable dispatched immediately. If the animal is acting like it wants to attack someone the officer can respond w/ lights and siren. Once there he or she can either corral the animal or use deadly force. If they do then they're trained for it and responsible for the rounds fired, not you. They won't go to jail for any of the above reasons if they shoot the dog when it's trying to attack. That's what we pay them for and it is an expected duty.

While shooting the dog may seem like a good idea, it wont accomplish anything but you going to jail. If this person has a dog endangeing children, call the department of child welfare and let them know. Animal control, in most cases will do nothing till there is a crisis....
I know this because I called them for months about dangerous dogs and it wasnt till the dogs attacked my goats and I had to shoot one that they finally got tough with the owner....
Anyway, child welfare will be serious about your call. It wont hurt to call animal control or the police either. The more documentation the better in something like this, and it will take you making more than one phone call.... If other neighbors share your concern, see if they will make some calls as well. I hope the children remain safe.
Is there some reason why you cant go to your neighbors house and speak to them? That might do the trick too...

Call animal control in your area immediately! Do not try to take matters into your own hands because of you kill that dog, you can and will be arrested on cruelty charges. Killing a dog is a felony in some states. And the courts are taking this much more seriously, which means that you could potentially be jailed.
Animal control will investigate reports of vicious animals and will see if this is an animal that is trying to attack people, or is just really a loud barker.

Shooting it yourself isn't an answer - you might even hit something or someone you don't want to. Besides, you might get arrested for firing a weapon. Isn't there a local humane society that can help you in some way? WHere I live, you can file a report with the local society and they will help monitor and if necessary, remove the dog. They may have laws regarding vicious animals. Be a pest - keep calling the police, the humane society when you see the dog out or doing something it shouldn't be doing. I appauld you're wanting to do something about this, but please don't try to shoot the dog yourself.

Don't shoot the dog because you could face up to 6 years in jail no matter how wild the dog is. Call up your town hall and tell them or the police station or even your local animal shelter or control. Talk to the owner or something, until the dog is gone try to keep the kids inside or under close close watch..

Sorry, you can't do anything unless the dog actually does escape. When he does, you can call Animal Control (not that that will do you any good -- their office hours are probably 9-5 and there's no guarantee they'll send someone).
