I don't know and am too lazy to research the particular situation of the Incan empire. Nonetheless welfare states in general tend to have the advantage of alleviating poverty, famine, and disease, while sacrificing productivity and innovation, in essence taking from the rich and giving to the poor, possibly discouraging the rich from being rich and encouraging the poor to remain poor. This is a broad description of any welfare state though.
