For normal Internet browsing, email, occasional videos, etc, Does it matter what processor one has?

Trying to buy a new, very cheap ($300 range) Dell computer for my dad, but I want to get him a nice fast system that will last and work well (e.g. at least 512MB of RAM). He mostly just visits many websites, images, news articles, sometimes a few videos, email, etc. Will there be a real significant difference between, say, an AMD Sempron or Athlon, or an Intel Celeron or Pentium 4?

Because to tell you, the computers now a day are just mostly to go online and do little things as looking at pictures and videos, you can say a computer media. But if you're gonna be doing things like 3D modeling and crazy computer use than maybe you'll need to carefully choose a processor. But other than that, you'll be fine with that $300 range computer.
