I have a formal coming up too and I got this really cute black halter from Wal-Mart. I hate Wal-mart but i was in it and my mom was looking for cheap clothes and i saw this dress and LOVEDD it. Also if you have a Deb in Cali then you can get really cutee dresses from there.

I got one of the cutest short cocktail dress from Ross. I would think they're everywhere, so you might find one there, they're cheap but brand name dresses.
