It is a fuzzy name. It is usually used to mean any sort of math that has to do with integers and their (simple) properties. Usually in classes like this you learn to do a few fundamental proofs about number theory having to do with even/odd, a little of true/false logic, some fundamentals about circuit logic, some probability, and perhaps a little of matrix theory.

Number Theory is usually not included in finite math because even though you use finite math in Number Theory, you need not use finite math always or exclusively. Number Theory is trying to find all the facts about integers you can, no matter how yuou get them (and that might include going beyond finite math).
