Yes! Mexico has abolished death penalty for ordinary crimes. HOWEVER it still has death penalty for extraordinary crimes (such as crimes under military law) or crimes committed in exceptional circumstances (such as wartime).

Mexico has no capital punishment.
They can not kill you unless you start a shooting to the people or you are a traitor to the country

Negative, they also will not extradite a murder suspect unless they have assurances from prosecuters that a death penalty verdict will nor be pursued.
