Plants are also an essential part of betta tanks. Bettas use plants as a defensive strategy to avoid contact with predators and other male bettas.
Substrate is an interesting one and is dependent on a couple of different things. If you plan on keeping the betta alone, it's not an issue, choose what you like. Neutral browns and blacks work well with bettas.
Filters are always an essential piece of kit for bettas, and there are many suitable makes. The filter should be set for little more than a trickle, as bettas don't like white water rapids.
P.S. If you have a 10g for your betta, the common recommendation for companions for a betta is corydoras.

Betta's do like rocks in their tank. They also like as much water as any other fish doesn, which is a common misconception. Betta's have the ability to live in small amounts of water, but they are much happier in larger tanks. You can have real, or fake plants in the tank. I also find that Betta's like to have some driftwood or some place to hide in the tank at nights. All of this is from personal experiance, I have a betta in a tank with fake plants, rocks, and driftwood right now, and he is very happy. you can also put a filter in the tank, just make sure the filter is the right size for the tank. Generally you put rock in the tank to provide a place for bacteria to convert ammonia into nitrates. If you aren't aerating/filtering your tank there really isn't enough oxygen for that any way. (Betta unlike most fish get air from the surface of the water.) In general I find they like something to hide under, and rest on.

yes and yes. filters are ideal so are heaters. bettas are tropical fish that need temps around 70-80 degrees. all fish produce tons of waste and should not be kept without filters, especially not in bowls. even bettas.
you can out in whatever rock you like (okay, not any rocks, they have to be safe for fish so stick with pet store rocks). they like lost of plants to hide in, real plants are best, but you'll need plant food then, liquid plant food is cheap and lasts forever. but you can also use silk plants. nothing hard and plastic because they'll rip their fins on it. and kind of decoration you want, again as long as there's nothing sharp for him to snag his tail on.
people who say they are happy in bowls because they live in puddles are wrong. they live in rice paddies which are rather big, they have their own territory. they need filtration and clean water because in the wild it's a whole ecosystem, a tiny bowl is hardly that. the ideal tank for domestic bettas (they are very different from wild bettas also, they have been bred to kept in captivity and if you stuck them in the dirty waters they live in the wild they would die) is a 5gallon tank with gravel, plenty of plants, a filter and a 25water heater.
