Go to amazon.com and pre-order the book - in some cases, with very popular book like the Harry Potter series, they will guarantee that you receive the book the exact same day it is released in the stores. If it not a popular book, some stores may not stock it right away or at all.
Also try booksfree.com. It works just like Netflix, except for books. So you wouldn't have to buy the book, but you'd still pay a membership free.
And for the love of God, please don't type in all caps if you want people to take you seriously.

Yes, Amazon & Barnes and Noble offer pre-order at no extra charge. You will probably get the book delivered the same day it comes out. And they will not charge your credit card until after it is shipped, even if you pre-order months in advance.

no book store will let you borrow a book. a website like barnesandnoble.com will let you pre order a book, but you will recieve it on the same day as the release. a book store that gives a book out before a release date will get sued by the publisher or author because someone else could publish the same book before the original comes out. so sorry to say, but you're out of luck.

Anyway, you can CALL or GO TO your local libraries--I'm pretty sure they will allow you to reserve a book before it comes out, in order to borrow it when it does come out. If the library wasn't planning on getting the book when it is released, ask them kindly and they may do it for you.
Your name will probably be put on a waiting list--if no one else asked for it, you get it first. If others asked for it, then you're out of luck for a few days/weeks/whatever

You can pre-order books but they won't be shipped out to you until the official release date. So, you're really not getting it any faster than anyone else, but it does secure a copy for you. Try Amazon.com. And you have to buy it.

No you can't borrow a book from the publishers. For that you have to go to a library when the book is available at the library.

You have to buy the book...where can you rent books at? besides the library.
You can preorder the book online (yes buy it) and they will usually guarantee it being at your house on the release date.

you can go to target.com, walmart.com, or bn.com (thats barnes and noble) if they have the book registered then you can... and most importantly they dont charge you for the book until they ship it so dont worry about the money now..
