It means they've killed someone. There are a lot of gangs where I live and I know that if they have a tattoo tears, it means they've killed someone.

It signifies the death that that person had to do with someone close to him/her. It could be either that they themselves killed a loved one or friend. Or that they ordered the death of a close one, family or friend and they have that regret. So they choose to publicize it with the tear drop. ither way they have blood on their hands and will face God someday for it although they haven't faced the manly judge on Earth.
