The U.S. can easily track the signals coming from these devices.
In other countries, the Internet is more easily used. The terrorists have many ways to communicate on Internet, some ways more sophisticated than others. One way is for one terrorist to start an Email account, then write an outgoing Email with instructions, but not send it. In another country, the other terrorists have the password to the account. They then check the unsent message for their orders.

drum roll for the pun at the end. But yes, he, he as in Al Qaeda, which are one in the same, must have some for of internet access. I've actually seen a PowerPoint presentation (translated, of course) from Al Qaeda with instructions and guidance for new snipers on what targets they should aim for on American convoys.

Supposedly, but he changes all of his electronic equipment frequently in order not to be tracked. This includes cell phones, walkie talkies, etc..
