I believe the poem is trying to encourage people to realize they are free; they don't need to worry all the time, because they are free to choose their own path. Freedom is personified as kind of an ordinary person doing ordinary things.

This poem was read at the occasion of the return of the statue Freedom to the dome of the Capitol on 23 October 1993. When I first read this poem I was not aware of this fact. My impression was of a bag lady - a resolute, proud, stubborn, in-your-face bag lady who everyone avoided. They averted their gaze from this slightly batty, weirdly dressed creature. They tried to pretend they hadn't seen her. It came as a shock to find it had been written with the return of this statue in mind. And, this is the wonder of this poem - because in the last three stanzas it gives the impression she has taken up residence and is here to stay on the street. Better get used to her. It works whichever way you interpret it. Brilliant! Read it again and you'll see what I mean.
